From the June 28, 2025, the Legislative Decree n. 82/2022, which implements Directive (EU) 2019/882, officially enters into force in Italy too. We are talking about theEuropean Accessibility Act (EAA): a regulation that imposes mandatory digital accessibility standards for websites, apps, e-commerce, digital services and technology products across the European Union.
Is your website ready?
What is the European Accessibility Act?
The European Accessibility Act aims to ensure that all citizens, including those with disabilities, can access digital services and content in a fair and simple way. From June 2025, this will no longer be advice: it will be a legal obligation for most businesses.
Who has to comply?
The obligation concerns all public and private enterprises who provide digital services or products in the EU. The only exception concerns micro-enterprises That:
-
They have less than 10 employees
-
They invoice less than 2 million euros per year
What does it mean to make a site “accessible”?
Adapting your site to accessibility standards means:
-
Offer alternative texts for images and multimedia content
-
Guarantee keyboard navigation and compatibility with assistive technologies
-
Use high contrast colors for texts and backgrounds
-
Semantically structure content with ARIA labels, titles and roles
-
Give understandable and usable forms, errors and feedback
The gold standard? The WCAG 2.1 Level AA and the EN 301 549 standard.
What if your site is not compliant?
Ignoring the adjustment can be costly:
-
Sanctions in case of verification
-
Automatic exclusion from public tenders and contracts
-
Compromised reputation with reports from users
-
Loss of customers increasingly attentive to digital inclusiveness
It's not just about complying with the law: accessibility is a concrete opportunity to improve user experience and reach a wider audience.
Exemptions? Only if justified
Even larger companies can apply for exemption for disproportionate burden, but they must:
-
Demonstrate the excessive costs compared to the benefits
-
Supply detailed documentation
-
Review the exemption periodically
It is not a shortcut, but an option to be considered with caution.
