In recent months, alarming headlines have been everywhere: \u201cAll companies must comply by June 28, 2025 or there will be very heavy fines!\u201d. But how much of it is true? Spoiler: only partly.<\/p>\n

In this article we clarify, point by point, what the law really provides forEuropean Accessibility Act<\/strong>, who it concerns, what the real deadlines are and how companies should behave<\/p>\n

\n

What is the European Accessibility Act (EAA)<\/h2>\n

The EAA is the EU Directive 2019\/882, implemented in Italy with Legislative Decree 82\/2022. It officially comes into force from 28 June 2025<\/strong> and requires that certain digital products and services are also accessible to people with disabilities<\/strong>.<\/p>\n

The goal is to reduce digital barriers for all, promoting inclusion and equality in access to websites, e-commerce, apps and other online services.<\/p>\n

\n

Who is required to comply with the EAA?<\/h2>\n

Obligatory from now:<\/strong><\/p>\n

    \n
  • \n

    Companies with more than 10 employees<\/strong> or turnover exceeding 2 million euros<\/strong><\/p>\n<\/li>\n

  • \n

    What they offer digital services to the public<\/strong>, such as:<\/p>\n

      \n
    • \n

      corporate websites<\/p>\n<\/li>\n

    • \n

      e-commerce<\/p>\n<\/li>\n

    • \n

      mobile app<\/p>\n<\/li>\n

    • \n

      online banks<\/p>\n<\/li>\n

    • \n

      transport or multimedia platforms<\/p>\n<\/li>\n

    • \n

      automatic teller machines (self-service)<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

      Excluded for now:<\/strong><\/p>\n

      • \n

        Microenterprises<\/strong> (less than 10 employees and < 2 million turnover)<\/p>\n<\/li>\n

      • \n

        Personal Sites<\/strong>, amateur blogs<\/strong><\/p>\n<\/li>\n

      • \n

        Reality that they do not offer public services<\/strong><\/p>\n<\/li>\n<\/ul>\n

        What's happening? from the<\/em> June 28, 2025?<\/h2>\n

        It depends on when was your site published<\/strong>.<\/p>\n

        \ud83d\udd39 Do you have a new website (published after 06\/28\/2025)?<\/strong>
        \u2192 Must already be compliant<\/strong> to WCAG 2.1 AA
        \u2192 You need a accessibility audit<\/strong>
        \u2192 You need to post a official accessibility statement<\/strong><\/p>\n

        \ud83d\udd39 Have you had a website online before 06\/28\/2025?<\/strong>
        \u2192 It can remain active until June 28, 2030<\/strong>, unless substantially modified
        \u2192 You are not obliged to comply immediately, but it is Highly recommended<\/strong>:<\/p>\n

          Conduct an accessibility audit<\/p>\n<\/li>\n

        • \n

          Publish a statement with any critical issues and improvement plans<\/p>\n<\/li>\n<\/ul>\n

          So\u2026 is everything postponed to 2030?<\/h2>\n

          Not exactly.<\/strong> Even if you don't have to right away, it's good practice to be transparent:<\/p>\n

          \u2705 Have your site analyzed by an expert
          \u2705 Post a highly visible statement
          \u2705 List the problems and communicate your action plan<\/p>\n

          \n

          Disproportionate burden: what is it?<\/h2>\n

          If the adaptation involves for your company an excessive economic or organizational burden<\/strong>, you can invoke thedisproportionate burden<\/strong>. But it is not enough to declare it:<\/p>\n

          \ud83d\udccc A documented evaluation is required
          \ud83d\udccc It should be kept for 5 years
          \ud83d\udccc It must be cited in the declaration accessible on the site<\/p>\n

          Practical examples<\/h2>\n

          \ud83d\udccc Company with 15 employees, 2022 site:<\/strong>
          \u2192 You are not obligated by 2025, but you must audit and publish a declaration.<\/p>\n

          \ud83d\udccc New e-commerce online from July 2025:<\/strong>
          \u2192 It must be compliant from the start.<\/p>\n

          \ud83d\udccc Complete restyling in 2026:<\/strong>
          \u2192 You need to update everything and make the site compliant.<\/p>\n

          What do you risk if you do nothing?<\/h2>\n

          \u26a0\ufe0f Fines up to 5% of turnover<\/strong>
          \u26a0\ufe0f Complaints and reports
          \u26a0\ufe0f Exclusion from public tenders
          \u26a0\ufe0f Reputational damage<\/strong><\/p>\n

          Why act now (even if you don't have to)?<\/h2>\n

            Accessibility improve SEO<\/strong><\/p>\n<\/li>\n

          • \n

            Improve the user experience<\/strong> for everyone (elderly, users with temporary problems, mobile users)<\/p>\n<\/li>\n

          • \n

            It avoids you last minute races<\/strong> and positions you as an inclusive and professional reality<\/p>\n<\/li>\n<\/ul>\n

            In conclusion<\/h3>\n

            The European Accessibility Act is not (yet) an obligation for everyone, but it's already an opportunity to stand out<\/strong>.<\/p>\n

            If you operate in the digital world, especially with e-commerce, apps or online services, adapt to accessibility it is not only an ethical duty, but also a strategic one<\/strong>.<\/p>\n
